Hawai‘i Tourism Strategic Plan 2005-2015

This plan (2015 TSP) was developed with the assistance and input of the visitor industry, community and other government agencies to create a shared vision for Hawaii tourism in the year 2015. It is a road map of strategic directions and goals, and suggests responsible and supporting partnerships for achieving that vision.

2005-2015 Hawai‘i Tourism Strategic Plan Four High-Level Measures of Success

This report examines the question: did the 2015 TSP meet its four high-level measurements of success: resident sentiments, State and County tax receipts, visitor spending, and visitor satisfaction? These measures were identified to be the indicators of the overall health of Hawai‘i’s visitor industry and will help gauge the success of the State of Hawai‘i in attaining its 2015 vision.

Review of Hawai‘i TSP High-Level Measures and Nine Strategic Initiatives

This report describes the progress made in implementing the 2015 TSP by looking at each of the nine (9) strategic initiatives in terms of goals, objectives, strategic directions and measures of success.

2013 Assessments, Significant Findings & Implications Situation

 Analysis for the HTA 2020 TSP Update:

The overall purpose of the Situation Analysis is to point out trends and conditions of potential importance in the 2015-2020 timeframe of the 2020 TSP Update. The analytic structure is a modified form of the “Place-Host-Guest” framework recommended by the Native Hawaiian Advisory Committee for the Hawai‘i “Sustainable Tourism Study” of the early 2000s. The Situation Analysis is divided into two parts:  

Part 1
“Place” assesses the state of the destination, and analyzes its physical, environmental, economic, and social characteristics and population. In addition, it examines resident perspectives on tourism.

Part 2
“Host & Guest” is intended to be a more traditional and business-oriented “white paper” analysis, focused on selected key areas within Hawai‘i’s visitor industry rather than a broad analysis of the industry as a whole. In most cases, the selection of issues was based on identifying the major changes that have occurred in the industry since the last TSP.
